Personal skills. I am an engineer, and since 1970 I have worked in several countries in Latin America, Caribbean Region, Africa, Asia, and Eastern Europe as an advisor on various technical and managerial tasks focused on public administration and public financial management. I worked in Spanish, English, French, Portuguese, Russian, and Czech languages (Russian language not used now).

Professional experience. When based on Perú (1970-1978), my responsibilities were related to engineering, information systems, and institutional and project management, including the design of small financial management systems.

When based in Prague and Moscow (1979-1989), acting as Project Coordinator, I participated in the institutional strengthening of ministries, customs offices, and a foreign trade bank. Since 1990 to date, based in the USA (Washington DC), I am an international consultant on public financial management for several bilateral and multilateral organizations on several countries of America, Africa, and Europe.
